Every coil that changes hands in Pakistan carries a brand — a mill name on the tag and on the mill test certificate. That name decides more than provenance. It determines which anti-dumping duty applies at customs, what quality recourse you have, how easily the material resells, and in some cases whether the coil is prime at all.
This guide maps the brands you will actually meet in the Pakistani flat steel market: the local mills, the dormant giant, and the import brands behind HRC, GP, Galvalume, ZAM and PPGI.

Two structural facts follow from this table:
Import records show China as the dominant origin with South Korea active for slit and specialty grades. The Chinese mill names that most commonly appear on MTCs in this market include Rizhao Steel, HBIS/Hesteel (Handan), Benxi (Bengang), Ansteel, Shagang, Baowu/Baosteel, Jingye, Masteel and Shougang — typically in Q195, Q235B, SS400 and SPHC grades. Which mill your coil comes from changes shipment by shipment, so verify per MTC rather than assuming from the trader’s name.
Beyond local ISL/ASL supply, imported GP flows from the coated-coil cluster in Shandong, China (Boxing/Guanxian county). Producer names seen in the trade include Guanzhou, Zhongtian, Jingtai Metal, CAMELSTEEL, Jinan Sino, ROGO, Witop, Hontai and IBC. Premium galvanized also arrives from Korea (POSCO, Dongkuk, Union Steel) and Taiwan (Yieh Phui, Synn). Chinese GP carries anti-dumping duty at mill-specific rates, with a higher residual rate for unnamed exporters — one more reason the mill name on the certificate is not a detail.
The volume brand in Pakistan’s galvalume trade is HESHE, a Chinese aluzinc coil widely stocked by importers (ourselves included), alongside generic AZ150 material from the same Shandong cluster (Jingtai, Witop, Hontai, CAMELSTEEL, IBC, ROGO). Chinese-origin galvalume currently attracts a flat 40.47% anti-dumping duty as an anti-circumvention measure, running to February 2027. At the premium end, aluzinc heritage brands include BlueScope-licensed ZINCALUME producers and Korean/Taiwanese mills.
ZAM is originally a Nippon Steel (formerly Nisshin Steel) trademark product from Japan — the premium original, priced accordingly. Functional equivalents have their own brand names: PosMAC from POSCO (Korea), Magnelis from ArcelorMittal (Europe), and Chinese Zn-Al-Mg (“ZM”) coil from large mills such as Baowu and HBIS. If a seller offers “Japanese ZAM” at Chinese-market prices, the MTC will tell you the truth. Note also that ZM classifies under a different tariff heading from Galvalume on the zinc-predominance test, so the trade-remedy position differs too.
Locally: ISL only. Imports: the same Shandong cluster (CAMELSTEEL, ROGO, Jinan Sino, Jingtai among others), plus Taiwan (Yieh Phui) and Korea (Dongkuk) at the premium end. Chinese colour coated coil has carried anti-dumping duty since 2018, and a further National Tariff Commission investigation was initiated in 2026.
International Steels (ISL) and Aisha Steel (ASML) produce CRC and galvanized coil; ISL additionally makes colour coated. Hadeed Pakistan re-rolls imported HRC into CRC, and Siddiqsons makes tinplate. Pakistan Steel Mills, historically the only HRC producer, is dormant pending a Russian-backed revival.
Prime Chinese mill material (with a genuine MTC) is used worldwide and in Pakistan’s largest projects. The market’s problems come from secondary or defect-graded coil sold as prime, and from misdeclared origin — not from Chinese steel as a category. Buy prime with documentation and verify the certificate.
HESHE is a Chinese galvalume/aluzinc (AZ150) coil brand widely imported into Pakistan for roofing and cladding. Like all Chinese galvalume it currently carries the 40.47% anti-dumping duty, which is already reflected in market prices.
The ZAM trademark belongs to Nippon Steel of Japan, but equivalent zinc-aluminium-magnesium coatings are made by POSCO (PosMAC), ArcelorMittal (Magnelis) and several large Chinese mills. Equivalent chemistry does not mean identical performance history — check datasheets for your environment.
Usually duty classification: GP, Galvalume, ZAM and colour coated sit under different tariff headings and trade-remedy measures. Confirm the PCT heading and origin before you commit to a landed cost.
