A Letter of Credit is the standard payment mechanism for flat steel imports because it protects both the Pakistani buyer and the overseas mill: the buyer's bank guarantees payment upon presentation of compliant shipping documents, while the mill is assured payment without needing to trust the buyer directly. For high-value bulk commodity purchases like steel coil, this structure is what makes cross-border trade at scale possible.
The buyer's bank issues the LC based on agreed commercial terms, the mill ships the goods and presents documents (bill of lading, commercial invoice, packing list, certificate of origin, and often a mill test certificate) to their bank, and payment is released once the documents are checked and found compliant with the LC's terms. Any discrepancy between the documents and the LC terms, even a minor one, can delay payment and shipment release, which is where many first-time importers run into costly friction.
Frequent issues include mismatched quantities or descriptions between the LC and shipping documents, missing or non-compliant certificates, tolerance clause disputes (steel coil weight naturally varies within a tolerance band), and partial shipment or transshipment terms that weren't properly anticipated when the LC was opened. Each of these can trigger bank discrepancy fees, delayed release, or in worst cases, disputes that hold up an entire shipment at port.
Getting LC terms right at the point of opening, before the mill even begins production, is far cheaper than resolving a discrepancy after the vessel has already sailed.
